We do know that she is from the game "Cyberbots" by Capcom which had mild success, but nowhere near the popularity of Dalkstalkers or Street Fighter. Devilot, as a winning taunt, says, "What? You don't remember me? I'm from "Cyberbots," Capcom's #1 game." Her name is a cognate that suggests she isn't the nice little girl you find at kid's birthday parties. Don't let her appearance fool you. She has the most sadistic voice you have ever heard and her actions are bizzare. She also isn't very psychologically stable. Aside from personality, her pattern is almost exactly the same as Akuma's, except that the diagonals are arranged in a different order. Nevertheless, she plays very similarly to Akuma and also has the characteristic low attack strength. Devilot has a solid pattern which is very comparable to Akuma, and playing Devilot vs. Akuma or Devilot vs. Devilot is bound to create a slow paced game.
